ChatGPT ads or being cited: what is the difference?
The Tasadr team · ·12 min read
A ChatGPT ad is a labelled, paid unit OpenAI shows under the answer to users who do not subscribe and to Go users. A citation is a link to your page inside the answer, chosen by the engine and not for sale. OpenAI says ads do not influence answers: ads offer quick reach; citations, a place in the answer.

What are ChatGPT ads, and who sees them?
ChatGPT ads are paid units OpenAI shows under a ChatGPT answer, labelled as ads and kept separate from the answer. Everything this guide says about them comes from OpenAI's own help pages as we read them on 17 October 2026; its main page on ads was updated on 16 October 2026.
Advertisers in Saudi Arabia search for them in Arabic too, as Google's search suggestions there show. This is what OpenAI says about who sees them, where, and how an ad is chosen:
- Who sees them: users who do not pay for a subscription, including people using ChatGPT without signing in, and users on the Go plan. Plus and Pro subscribers do not see them, nor do Business, Enterprise and Edu accounts, nor accounts OpenAI identifies as belonging to people under 18.
- Where they appear: under a ChatGPT answer, one ad unit at a time. OpenAI is also testing a multi-image ad format during image generation. Temporary Chats show no ads.
- What they stay away from: OpenAI says ads are not eligible to appear near sensitive topics such as personal health, mental health or politics, and that it does not currently allow political advertising.
- How an ad is chosen: from the context and intent of the current conversation, the landing page and ad copy, the context hints the advertiser writes, and, when ads personalisation is on, signals from the user's wider use of ChatGPT. Eligible ads are then ranked by relevance and advertiser bids.
In which countries do users see ads?
OpenAI began testing ads in the United States on 9 February 2026 and says it is gradually rolling them out to eligible users in select regions. Its page does not list the countries where users see ads, so we did not find Saudi Arabia, the UAE or Egypt named there as places where people see them. Who can buy them is the next section.
Can a business in Saudi Arabia, the UAE or Egypt advertise on ChatGPT?
Yes. OpenAI's Ads Manager Availability page, updated on 25 September 2026, lists Saudi Arabia, the UAE and Egypt, along with Kuwait, Qatar, Bahrain, Oman and Jordan, among the countries where self-service buying through Ads Manager is available, provided the legal entity that advertises and is billed is based in a listed country.
Buying is not the same as being shown, though. OpenAI's page on creating campaigns says the countries a campaign targets determine where its ads are eligible to appear, and that some new accounts can at first advertise only in their home country, until their identity is verified and they reach a required level of spend there. Its pages do not say whether users in your country see ads today, so test with a small campaign before you plan a season around it.
Advertisers pay per thousand impressions or per click, and can make conversions a campaign's objective without paying per conversion. OpenAI chooses among eligible ads in an auction that weighs relevance alongside the bid, and it recommends that click campaigns start with a maximum bid of $3 to $5 per click. Those are its figures on its page updated on 10 October 2026, and they may change.
Does an ad change what ChatGPT says in its answer?
No, according to OpenAI. It says ads do not influence ChatGPT's answers, that they run on systems separate from the chat model, that advertisers have no ability to shape, rank or alter ChatGPT's responses, and that an ad is a paid placement which does not mean OpenAI endorses the advertiser or its products.
So an ad does not put you inside the answer or make the engine cite your page, and nobody sells a place among the sources an engine cites. A place inside the answer is chosen by the engine from the pages it finds, and a citation is that link to your page inside the answer.
On the other side, OpenAI says web search is available in ChatGPT on every plan, and to people who are not signed in, and that answers which search the web may include citations of their sources. A citation of your site can therefore reach Plus and Pro subscribers and company accounts, who never see ads at all.
What is the difference between an ad and a citation in ChatGPT?
They differ in almost everything except that both lead to a page on your site. This table puts them side by side, from OpenAI's pages as we read them in October 2026.
A ChatGPT ad and a citation of your site, side by side Point of comparison ChatGPT ad Citation of your site Where it sits Under the answer, labelled and separate from it Inside the answer, as a link beside the sentence or in the list of sources Who sees it Users who do not pay for a subscription and Go users, where ads have started Anyone whose question ChatGPT searches the web for, on any plan How you get it With a campaign in Ads Manager, paying for impressions or clicks With a page that answers the question clearly; the engine decides whether to cite it Who chooses The ads system, by relevance and the advertiser's bid The engine as it writes its answer; it is not for sale When it stops When the campaign stops or its budget runs out When the engine picks another source, which can change from one day to the next How you measure it Ads Manager reports, meaning impressions, clicks, click-through rate and conversions, plus UTM parameters on your links By asking the engine your customers' questions regularly and reading who is cited in each answer Which do you need, given your goal and budget?
Start from your goal, not the channel: each goal is better served by one or the other. This decision table rests on OpenAI's pages and on what we know about citations; it promises no result and no return. What the work on citations costs, done yourself, with software or with an agency, is in what optimising for AI answers (GEO) costs.
Which serves your goal, a ChatGPT ad or a citation of your site? Your goal What serves it better Where to start Being recommended when a customer asks a buying question in your city Citation A page that answers the question with your name, city and price, then regular measurement of your customers' questions A quick seasonal offer, for Ramadan or White Friday An ad, if users in your market see ads A small campaign targeting your country, and a landing page for that offer Reaching Plus and Pro subscribers and company accounts Citation alone, since their plans carry no ads Pages that answer their work questions, with figures and sources A sensitive sector such as health or financial services Mostly citation: ads stay away from personal health conversations, and health and finance advertisers face strict eligibility criteria Accurate pages with a known author, a date and sources A very small budget Citation first, since its first cost is your time editing pages One page for your most important question, then the next Trying a new channel early An ad, with a limited test campaign A landing page OpenAI's ads crawler can read, and links tagged with UTM parameters What do ads and citations have in common on your site?
One page that answers the question clearly. OpenAI says it visits an ad's landing page with a crawler called OAI-AdsBot to review it before the ad runs, may use its content to judge when the ad is most relevant, and requires that crawler to be allowed. It also recommends allowing OAI-SearchBot, the crawler that reads sites for ChatGPT search.
So make sure your robots.txt and your host's firewall do not block either crawler, as set out in can AI engines read your site, and how do you check?, and that the landing page itself answers your customer's question in two lines, as in how to write a paragraph AI engines will quote.
OpenAI says advertisers can add static tracking parameters, such as UTM parameters, to their landing page links to separate ad traffic in the analytics tools they use. How to separate the visits citations bring is in how to see ChatGPT and Perplexity visits in GA4.
How do you measure citations of your site in ChatGPT?
By asking it your customers' questions regularly and reading who is cited in each answer, either by hand, as in how to tell whether your site leads ChatGPT and Gemini answers, or with regular measurement that keeps a record of what changed.
Tasadr (تصدَّر) is Arabic-first AI search competitive intelligence with a complete optimization workflow, from measurement to execution, until you lead AI answers. You add your site, set its country and dialect and write your questions, and we measure them. Every answer gets one of four outcomes, cited, mentioned without a link, absent or no answer, and from them comes the Tasadr score out of 100, all set out in how we measure your score.
Tasadr neither measures nor sells ads. It measures your place inside the answer, who was cited instead of you, and what to change on your page to get ahead of them.
What can nobody promise you?
Nobody can promise you a return from an ad or from a citation, and nobody sells a place among the sources an engine cites. An ad appears where OpenAI's system decides, by relevance and bid, and a citation is chosen by the engine afresh for every question.
OpenAI's pages on ads change often: its main page on them was updated on 16 October 2026. Check them before any decision. What is here is our reading of them on 17 October 2026, a commitment neither from them nor from us.
